Q: There have been recent procurements where the PWS identifies work to be completed at a site while the incumbent was working on those elements. The incumbent knew these would be completed and reduced their bid accordingly, knowing that a re-baseline would be done post award. What steps will be taken to maintain a level playing field?
A: We anticipate stating in the solicitation that interested firms will be proposing on a forecasted "snap-shot" of activities; activities may change over the period of performance.
Q: If a contractor can acquire existing staff from the incumbent, why does the contractor need cleared personnel as a prerequisite for consideration?
A: There is no guarantee that existing staff will change employers to the winning contractor. The prerequisite requires that a contractor have the staff currently or signed letters of intent to hire upon award.
Q: Will incumbent contractor labor rates be made available for existing project staff?
A: No. That information is proprietary.
Q: The presentation stated that the CAB is outside the scope of this contract. Where is the responsibility for liaison/support to the CAB among NSO's contractors?
A: Navarro Research and Engineering is the current contractor with responsibility for liaison/support to the CAB.
Q: Will comparable DoD clearances be accepted in lieu of DOE clearances?
A: We anticipate that these clearances will be transferable.
Q: Will the offerors have access to incumbent personnel?
A: How a contractor obtains employees is outside the purview of the Government.
Q: Please define discussions as you envision them? Is the purpose of discussions to address evaluated deficiencies inproposals from offerors in the competitive range? Will oral presentations be part of discussions?
A: We intend to award without discussions, but reserve the right to establish a competitive range, if necessary. Discussionsare only held when a competitive range is established and involve the discussion of a contractor's deficiencies, andsignificant weaknesses in accordance with FAR 15.306. Oral presentations are not being considered at this time.
Q: In regard to performance fee criteria and evaluation criteria, has a comparison been made to insure they are compatibleand mutually reinforcing?
A: That is the intent.
Q: Who is the incumbent contractor and what is the existing contract number?
A: Stoller-Navarro Joint Venture is the incumbent and the existing contract number is DE-AC52-03NA99205.
