It came to our attention that the second email address for the Pantex POC listed in the Details for Site Tours document posted on January 12, 2012 was incorrect. The correct address is pgdavis@pantex.doe.gov. We have extended the submission deadline to January 25, 2012 for the Pantex Site Tour only to allow any registrants time to resubmit the information in the event it was sent to only the incorrect email address.

Dates for Site Tours will be no earlier than January 23, 2012. Information regarding Site Tours, including instructions shall be provided at least 15 days prior to the visit at each site. Additional questions and answers have been posted.

Final Request for Proposals posted and available under the similarly titled link on the left launch bar. The SEB has opened a classified reading room in the DOE Forrestal Building, 1000 Independence Ave., Washington, D.C. Only potential Offerors who have completed and submitted an Offeror Intention To Submit An Offer (see provision L-32 of the final RFP) and have a current Q clearance will be allowed into the reading room. Instructions for the classified reading room can be found here.

The SEB plans to have staffing information, cost baselines, benchmarking studies, and other information necessary for offerors to prepare a proposal available on a CD. Pending release of the final RFP, several prospective offerors have asked to have this information as soon as possible. The SEB is making the CD available for potential offerors who complete this agreement. Only potential offerors will be provided this information.

The Source Evaluation Board (SEB) thanks stakeholders for the valuable input received on the draft Request for Proposals (RFP) for the Nuclear Production Contract. In consideration of the input received, the SEB has made changes of interest to the RFP document (which can be found here). The final RFP is currently in the NNSA formal review process and the language is subject to change but provides information to stakeholders to communicate some of the expected changes. The SEB anticipates the final RFP to be released in November 2011. Please note that the information is only provided as preliminary information and offerors should rely on the final RFP. The language is provided for your information. The SEB is not seeking comments on this preliminary information.

At the release of the RFP, offerors who intend to submit a proposal are requested to contact Ms. Dawn Cassie at NCI to submit confidentiality agreements in accordance with the Non-Federal Personnel Support Provision (in the Draft RFP, this appeared at Section L, L-30).

The Source Evaluation Board (SEB) has begun posting responses to the questions asked through the website. The questions, along with their answers, can be found under the Questions & Answers link on the left launch bar. The SEB may post additional questions and answers at a later date.

The SEB would like to thank all those who provided comments to the draft RFP. The SEB is reviewing the comments to improve the final RFP. It is too early in the procurement process to provide an exact schedule, but we will keep this website updated as the schedule matures. It is our goal to move through this procurement process in a timely manner. In addition, the Presolicitation Conference Back Up Slides were mistakenly posted to this website and were not updated at the time of the Presolicitation Conference. Some of the questions we received made us realize this. The back up slides have been removed from the website. '

The SEB has proposed changes to the Statement of Work, Section J, Appendix A, to amplify the work to be conducted for production integration within the Nuclear Security Enterprise. The SEB requests comments on this proposed language in addition to those areas identified in the Cover Letter to the draft RFP, which are due on or before 5:00 p.m. MST, September 19, 2011. These "SOW Changes" are available under the Draft Request for Proposal link on the left launch bar.

The ground rules have been revised to ensure the Government receives feedback on all parts of the draft RFP including provisions L-12 through L-15 and provisions M-2 through M-8. Registration for one-on-one meetings is now open for industry participants. The meetings allow participants to provide comments on the NNSA’s Nuclear Production Contract draft RFP. To register, participants shall email the following information to SEB1@doeal.gov0: Company/Organization Name, Number of Attendees, Point of Contact (Name, Number, Email), and the Amount of Time Needed.
The one-on-one meetings will be held in Albuquerque, New Mexico during the week of August 29, 2011. Each meeting will not exceed 90 minutes in duration. Please register as soon as possible but no later than August 24, 2011.

Due to comments received, pre-registration is now available for the presolicitation conference. Pre-registration is not required and attendees may still register from 8:00 a.m. to 8:30 a.m. on the day of the conference. Pre-registration is encouraged by August 3, 2011, to ensure space availability. Pre-registration can be achieved by emailing SEB1@doeal.gov with the name of the organization and the number of attendees.

The conference is open to any company or institution that is interested in submitting an “Offer/Proposal”. The purpose of the conference is to provide information to attendees, encourage industry input and feedback on the draft RFP, and provide an opportunity for interested parties to network. As a result of space limitations, attendance will be available on a first come basis until the maximum seating capacity of 100 is reached. Registration will be conducted from 8:00am to 8:30am prior to the start of the conference. All participants will need to register. Please note, attendance at the conference is encouraged but is not a prerequisite for participation in any solicitation that may eventually result from the conference. DOE/NNSA will not be responsible for any costs incurred for attending the conference. The conference is not designed for dialogue between the government and attendees, however, written questions from attendees are encouraged. Following the conference, all questions and answers will be posted to this website, along with a copy of the presentations. The conference will not be taped and therefore, a script will not be available. |
