Draft Request for Proposal (REVISED)

 

The Department of Energy (DOE), National Nuclear Security Administration (NNSA) is seeking comments on its draft Request for Proposal (RFP) for Design, Integration, Construction, Communication, and Engineering (DICCE) installation for the Second Line of Defense (SLD) Program.   Responses are solicited on a voluntary basis and will be appropriately safeguarded by the NNSA. Please submit questions and comments by September 22, 2006.

The draft RFP envisions a 100% small business set-aside.  The NAICS code for this acquisition is 237990 (Other Heavy and Civil Engineering Construction -- size standard:  $31 million). Award of one or more cost-plus-fixed-fee (CPFF) indefinite-delivery/indefinite-quantity (IDIQ) type contracts, with a seven-year ordering period, is planned.  The maximum value of all delivery orders issued to one or more contractors is $700 million.

The NNSA is also seeking comments from interested parties regarding a possible site visit to a domestic port equipped with protection measures similar to those to be constructed under the DICCE contract at international locations.  The site visit would be designed to enhance prospective Offerors' understanding of SLD requirements, as described in the draft RFP Statement of Work.  If a site visit is scheduled, attendance limitations are anticipated.  It is anticipated that the site visit would be held prior to issuance of the final RFP.  Interested parties are asked to submit an expression of interest by September 15, 2006 to the Contract Specialist at DICCECompetitionHelp@doeal.gov.


The Government intends to issue the final RFP no later than October 30, 2006 with proposals due no later than December 18, 2006.

The draft RFP contains a Qualification Certification in Section K that requires the Offeror to certify that the prime contractor has international construction experience within the last five years in at least four countries (excluding the United States and Canada) with each in-country contract valued at a minimum of $2 million. A proposal will be eliminated from further consideration if the Offeror cannot provide this certification and a "Statement of Qualifications" that it meets this Qualification Criterion.

-- NEW -- The revised draft RFP contains a requirement to propose a ceiling rate of fee for all delivery orders to be issued under the DICCE contract. (Refer to the Cost Proposal instructions (L004, paragraph (i)(9) Fee) and Clause B005)-- NEW --
 

The draft RFP contains a requirement for Offerors to respond to a sample delivery order.  This "Sample Delivery Order Mobilization Plan" includes certain baseline costs.

The draft RFP’s key evaluation criteria include corporate capability, key personnel and oral presentations, program management, response to the sample delivery order, and past performance.
