General Vacancy Information

Each vacancy posting will generally include the information below as well as any additional information and filings instructions which are specific to that vacancy.

EVALUATION PROCESS

Applicants will be evaluated against Office of Personnel Management (OPM) qualification requirements in order to determine those candidates that meet minimum qualifications, including any selective placement factors, and minimum education requirements identified in the vacancy announcement. In general, one year of specialized experience at the next lower grade or equivalent is fully qualifying, provided the experience has equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.

Applicants who meet the qualification minimum qualification requirements will be further evaluated to determine the degree to which they possess the KSAs required for the position as demonstrated by the questions which applicants must respond to in the vacancy announcement. Well-qualified candidates are those who possess the appropriate degree of experience as determined by the selecting official. If no well-qualified candidates are identified, a referral may be made with the names of candidates who meet minimum qualifications.

HIRING PRIORITIES

Due to Departmental hiring restrictions and downsizing initiatives, priority consideration will be given to applicants in accordance with the Department of Energys (DOE) Career Transition Assistance Plan (CTAP). However, if there are no displaced or surplus applicants, priority consideration will be given to applicants in the following order: 1) Albuquerque Operations Office employees, 2) Department of Energy employees, 3) Other applicants.

Only when the area of consideration is government-wide will applications be accepted from: current or former Federal civil service employees with career or career-conditional status, Veteran Readjustment Act (VRA) eligibles, 30% disabled veterans, individuals with disabilities, and others who may be eligible for special employment programs. Preference eligibles or veterans who have been separated from the armed forces under honorable conditions after three (3) years or more of continuous active service may apply. Please identify the specific program or authority under which you wish to be considered. If you are not eligible for one of the above hiring authorities, contact the nearest U.S. Office of Personnel Management (www.opm.gov) for competitive hiring procedures.

Because of the current hiring moratorium, budget constraints, and other administrative considerations, non-DOE applicants may not be referred for consideration if an adequate pool of DOE/NNSA applicants is available when positions are advertised Government-wide.

CAREER TRANSITION ASSISTANCE PROGRAM (CTAP)

Placement Assistance Programs: If you are requesting special selection priority consideration under the DOE/NNSA Career Transition Assistance Program (CTAP), or Interagency Career Transition Assistance Program (ICTAP) you are responsible for applying for specific vacancies by the filing deadline; ensuring you meet the qualification requirements and any selective factor; and completing all the questions in the vacancy announcement. You must also submit a copy of your specific Reduction-In-Force separation notice or other appropriate documentation as proof of your priority consideration status. Selection priority is offered at or below current grade level from which being separated, not for promotional considerations. You must be well-qualified in order to receive priority consideration for this vacancy. To be well-qualified you must possess the primary knowledge, skills, and abilities which clearly exceed the minimum qualification requirements for the position.

SECURITY, SUITABILITY, and DRUG TESTING REQUIREMENTS

A security clearance and a favorable suitability determination are required. Misconduct in prior employment, criminal, dishonest or disgraceful conduct, habitual use of intoxicating beverages, abuse of narcotics, drugs or other controlled substances, or reasonable doubt of loyalty to the United States are some reasons an offer of employment may be denied.

NOTE: DOE/NNSA employees may be subject to drug testing in accordance with the Drug-Free Federal Workplace Testing Implementation Program.

PROBATIONARY PERIOD

Upon initial appointment to a position in the Federal service or appointment to a supervisory or managerial position, the employee is required to complete a one-year probationary period.

TECHNICAL QUALIFICATION PROGRAM

Pursuant to the DOE Implementation Plan for Defense Nuclear Facilities Safety Board (DNFSB) Recommendation 93-3, positions which require providing management, direction, and oversight that could impact the safe operation of a defense nuclear facility may be required to participate in the DOE Technical Qualification Program (TQP). The objective of the plan is to recruit, develop, and retain the technical capability necessary to ensure the Department can fulfill its safety management commitments. This would require the selected candidate to meet general and position-specific technical qualification standards within a reasonable period of time from the date of hire. The specific vacancy announcement will note if the position is required to participate in the TQP.

  1. You may apply for most jobs with a resume, an "Optional Application for Federal Employment" (OF 612), or a "Application for Federal Employment" (SF-171) , or any other written format preferred by the applicant. (Your application or resume must provide all the information requested on the OF 612 and the job vacancy announcement, or you may lose consideration for a job.) (If you choose to submit an OF 612, and you are not a DOE employee, you must also submit a "Declaration for Federal Employment," OF 306, which provides us with information that we need which is not requested by the OF 612.) Whichever application you use should always be on top of your employment package.   2. On plain white paper address the ranking factors (KSA’s) identified for the position. Failure to clearly demonstrate possession of these factors may result in an eligible applicant not being referred for selection.
  3. A completed form, "Supervisory Appraisal of Demonstrated Performance," (DOE F3430.4) or an explanation of why one is not enclosed.
  4. A completed form, "Supervisory Appraisal of Potential Performance," (DOE F3430.3) (for supervisory, teamleader, and managerial positions) or an explanation of why one is not enclosed.
  5. Your most recent performance appraisal summary of record, preferably completed within the last year, or an explanation of why one is not enclosed. Applicants who have a current performance appraisal rating below the "Fully Satisfactory" level will not be referred for consideration for selection.
  6. If you are a Federal employee, or a reinstatement eligible, a clear/legible copy of your latest SF-50, "Notification of Personnel Action," which documents your competitive status and tenure, or an explanation of why one is not enclosed (not required for current DOE employees).
  7. A clear/legible copy of your college transcripts required for those positions advertised with minimum education requirements (not required for current DOE/AL employees, if previously submitted for particular occupational series).
  8. A clear/legible copy of your "Report of Separation from Active Duty" (DD-214) must be submitted by those individuals applying under the Veterans Readjustment Act.
