The Request for Proposals (RFP) No.
DE-RP52-06NA27344 for the Management and Operating (M&O) Contract for the
Lawrence Livermore National Laboratory (Laboratory) has been released.

NO LATER THAN 2 p.m. Mountain Time on October
12, 2006. The planned
contract award date is in February-March, 2007 timeframe.
NNSA issued a draft RFP on May 9 and hosted a
Pre-Solicitation Conference and one-on-one meetings with potential bidders
in May and June. As a result of these interactions, NNSA made several
changes to the RFP. Two notable changes intended
to encourage competition are a significant increase in the amount of the
available fee, and the addition of 30 days to the
proposal preparation time. Answers to several key questions that NNSA
received from potential bidders are posted in the

folder of this website.
The RFP Statement of Work requires the Contractor
to provide the intellectual leadership and management expertise necessary
and appropriate to: (1) manage and operate the Laboratory; (2) accomplish
the missions assigned by the NNSA to the Laboratory;
(3) enhance communications, cooperation and integration across the Nuclear
Weapons Complex (Weapons Laboratories,
Production Plants and Test Site) that will result in improvements in
performance of the Nuclear Weapons Complex;
(4) foster and strengthen the Laboratory’s role as an important element in
the nuclear weapons complex supply-chain; and
(5) accomplish transformation activities that support NNSA’s “Complex 2030”
Plan.
The resulting contract will be administered
through NNSA’s Livermore Site Office (LSO). The current contract with the
University of California for the management and operation of the Laboratory
will expire on September 30, 2007.
With more than 8,000 employees, the Laboratory is located on a
one-square-mile site in Livermore, CA. A larger
(10 square miles) remote explosives testing site (Site 300) is situated 18
miles to the east. The Laboratory supports the
United States’ nuclear stockpile program, Nuclear Nonproliferation Program,
other DOE programs, Department of Homeland
Security, Department of Defense and other federal and non-federal program
sponsors.
